Introduction of Shanghai Port Administration

    Shanghai Port Administration is set up in accordance with Comment on the Memo on the Reform of Shanghai Port Administrative System by Shanghai Municipal Government and CPC Committee of Shanghai. It is the competent department of Shanghai Municipal Government in charge of port and shipping affairs, putting up the plate of leader office in Shanghai affiliated to Shanghai International Shipping center.

Main Obligations:
1. Implementing laws, regulations, rules and policies on port & shipping affairs; studying and drawing up regional regulations, drafts and policies in line with Shanghai's reality; formulating port regulations and implementing relevant laws, policies;
2. Drawing up the overall planning of Shanghai Port (including Yangshan Port) in compliance with national and regional strategic requirement on port development and Shanghai's overall city planning; carrying out administration on port navigation lines, land and waters in terms of related stipulations in the laws and regulations.
3. In charge of the management of the international maritime, coastal and Yangtze River transportation that in the authority of regional government; In charge of the record and acceptance of coastal and international lines; To organize, direct and supervise the enforcement of law on port and shipping area.
4. In charge of the shipping and port management; to conduct management and supervision on the operational order, safety production and the sanitation, environmental protection in the navigational waters; to conduct management on the maritime, navigational affairs that is in the coverage of regional government; To handle the great unexpected accidence, disasters and service incidence in the jurisdiction
5. In charge of the plan and management of the public infrastructure, inland river route in Shanghai Port; Responsible for the project management on the construction of inland river route in lines with the state construction procedures and authority.
6. Supervising the market order of the construction of Shanghai Port and inland river route and their project quality and safety.
7. Coordinating the water transportation of important, emergency and special materials as well as the military and relief materials; in charge of the designation and approval of operation berth and warehouse for dangerous cargo as well as the management and supervision
8. Collecting the fees related to port and shipping stipulated by Shanghai or national regulations; Supervising and managing the operative charge items and price of Shanghai Port and water transportation enterprises with competent department
9. Responsible for the supervision and management of the navigation for the international and domestic vessel in Shanghai Port; in charge of the cooperation, technical exchange and great foreign-related activities with foreign and domestic port.
10. In charge of the technical, business training, check and certificate issuing; in charge of the gathering, statistics and management of the information on Shanghai Port and water transportation
11. Accepting he administrative reconsideration and lawsuit.
