The introduction of Shanghai Maritime Bureau
Established in June 18,1999, Shanghai Maritime Bureau of PPC is a constitution directly affiliated to the Ministry of Communications. It exerts its administrative power in costal ports and area of Shanghai authorized by laws as "safety policy of maritime traffic of PPC", "maritime environment protection of PPC", "inspection regulation of vessels and maritime equipment of PPC" and "navigation mark regulation of PPC". Moreover, it also works in: exercise control on supervision of the waterborne traffic safety and preservation of shipping pollution in the coastal waters of Shanghai and water area at the mouth of Yangtze River, on the exams and certification of voyagers in the eight provinces and two municipalities in East China, on inspection administration of vessels and maritime equipment in areas of Jiangsu, Zhejiang and Shanghai, on navigation mark administration and seaway survey in waters of East China Sea. Recently, there are 21 government offices and 19 subordinate primary units.
The administrative waters of Shanghai Maritime Bureau contain:
- The administrative waters between the northern and southern boundary listed below (Waters administered by Jiangsu and Lianyungang port maritime administration exclusive)
The northern boundary: from the coastal areas to the due east along with the latitude line 33 degree, 00' 00'' N
he southern boundary: from the common boundary of Zhejiang and Shanghai (33 degree, 41, 32''N / 121 degree, 16' 00'' E) along with the longitude line 121 degree, 16' 00'' E to the latitude 30 degree, 37' 10'' N in the due south draw a line between this point and northern part of Tanyou mountain, then extend the line to the northern light mark of small Yangshan, to the northern part of Beidingxing's northern island, Huaniao mountain and Haijao. Then extend it from the northern part of Haijiao Mountain to the due east (with the northern boundary of Zhejiang Maritime Administration).
- the northern watercourse at the lower reaches Niupeng port (latitude 121 degree, 14' 30'' E).(the waters and coastal programs near Jiangsu provinces are in the charge of Jiangsu Maritime Administration )
- the waters in the north of the right surveying mark of Yangtze River's main course near Congming Island.
- the waters below the lower reaches’ boundary of Yangtze River and Jiangsu Maritime Administration.
Besides administering the above waters, Shanghai Maritime Bureau also exercises control over the offshore petroleum platform and vessels in waters within Huangpujiang River from the power station of Minhang district to Wusongkou which is 67km. long and in waters Lvhuangshan anchorage, Jinshan anchorage and Jinshan water courses as well as the northern part of the latitude 33 degree, 00' 00'' N.
During the construction of ports, the waters of both the big and small Yangshan is in the charge of Shanghai Maritime Bureau. To strengthen the supervision of the big and small Yangshan and their near waters, Shanghai Maritime Bureau sets the Yangshan maritime department.
With the aim "strengthening the two wings, consolidating the middle past, developing the East China Sea and improving the port service" Shanghai Maritime Bureau is positively extending its administrative areas initially forming the pattern shaped A based on Huangpujiang River and the so called two wings-the north of Yangtze River and Hangzhou Bay. This pattern helps to create chance to establish the districts administrative system suitable to the development of Shanghai.
Shanghai Maritime Bureau has made great efforts on improving the navigable condition, the capacity of saving in waters, the inspection of vessels, the control of danger and preservation of pollution, the administration of mariners and the industry of vessels inspection. Under the above efforts, the security condition has been obviously improved, the personal safety is well guaranteed, the detention rate of the vessels abroad which are inspected at Shanghai port stays zero in the last successive eight years since 1996 and the mariners’ quality has been developed largely. The rate accidents happened during the ninth five years plan is much lower than that in the eighth five years plan.
As the competent authority of navigation mark of East China Sea, Shanghai Maritime Bureau takes the responsibility if safeguarding the navigation mark of the coastal main lines and important ports of East China Sea.
In recent years, there are more than 1500 marks in the charge and the normal rate of the marks and their safeguards is beyond the provided standard. The survey squad affiliated to the administration is responsible for the mapping, edition, publication and issue of the route map of 19 ports in the eastern coastal area of China. The mapping capacity has reached 60,000 miles a year with a high rate in timeliness and quality. The squad can undertake the task of mapping, scanning and hydrological surveying for the ports, routes and mooring destinations.

The Scope of Shanghai Maritime Bureau
To implement the laws and regulations on the water transportation safety, vessel pollution prevention and voyage insurance and formulate and supervise the implementation of the specific regulations in the jurisdiction to provide sound service to Shanghai's drive as an international shipping center and maritime economic development.
Responsible for the training, examination and certificate issuing of vessel and vessel personnel according to the degree and authorized type; responsible for the dispatch of service guide to vessel personnel and the issuing of entry-exit certificate; in charge of the special training, examination and issuing of certificate.
In charge of the registration of all sea borne vessel and the inland river mainly operating in Shanghai Port; approving the safety operation certificate of high-speed passenger liner, the operational brochure on the minimum personnel number, oil leakage emergency plan, vessel trash management and cargo mooring guide; Responsible for the safety inspection of vessel and national inspection to the port; responsible for entry-exit inspection and visa signing; Supervising the state obligatory navigation system.
Responsible for the supervision of the transportation of dangerous cargo and other commodities and vessel pollution prevention; Keeping watch on the pollution of the waters in the port and formulating emergency plan for oil leakage
Responsible for issue of navigation warning and the approval of navigation forbidden zone, lines, traffic control zone, mooring area and safety operational area; responsible for the technical safety situation of the water construction and water haul of large equipment; approving the project that affect the safety of water traffic; be responsible for the dispatch of enforcement boat and water patrol
To organize and coordinate the effort made in typhoon prevention and water rescue; responsible for the preservation of navigation environment and order, and to impose traffic control in the importance route; responsible for the salvage of sunken vessel and cargo and the forced elimination of obstacles in the route. Responsible for the investigation and disposal of the traffic accidence, vessel pollution incidence and regulation-defiance case; responsible for the supervision of the inspection of vessel and equipment in the specific waters under the authorization of Maritime Bureau (of Communication Ministry) of People's Republic of China
To check and supervise the safety production of vessel owner, safety management system of water transportation enterprises, qualification and quality system of vessel and navigation personnel and vessel inspection unit; responsible for the management, plan and establishment of navigation mark in the public route
Responsible for the water test and other basic gauge in the major port and its surrounding water, important coastal navigation route, harbor and other designated waters; reporting the change of the waters; editing, drawing and issue the map on port, route, mooring and navigation; responsible for the observation and data collection of tide and flow of the port and designated waters in the jurisdiction
Responsible for the management of the construction, finance, personnel, wages, education, technology and ideological cultivation of the subsidiary and foreign-based unit; to undertake other implementation stipulated in the laws and regulations and the order from the superior.
