In Shanghai, the department in charge of the inspection and quarantine is the Shanghai Entry-Exit Inspection and Quarantine Bureau, now a division office of State General Bureau of Quality Supervision, Inspection and Quarantine (SGBQIQ) in Shanghai in charge of Shanghai Port and is directly under SGBQIQ. It was created by a merger of three organs, namely, Shanghai Entry-Exit commodities Inspection Bureau, Shanghai animals/ plants Quarantine Bureau and Shanghai Health Inspection and Quarantine Bureau. Shanghai Entry-Exit Inspection and Quarantine Bureau has been equipped with the first-rate and systematic instruments and facilities, excellent technology for carrying out the task. It is an institution which can provide comprehensive inspection and quarantine

    In accordance with the provisions of Import and Export Commodities Inspection Law, Entry and Exit Animal and Plant Quarantine Law, Food Sanitary Law, Frontier Health and Quarantine Law of the People's Republic of China, Shanghai Entry-Exit Inspection and Quarantine Bureau is in charge of import and export commodities inspection and entry-exit animals/ plants quarantine work, and frontier health and quarantine, and food sanitary supervision throughout the municipal area.

    Shanghai Entry-Exit Inspection and Quarantine Bureau is empowered with the following mandates:

  1. to enforce the law in the field of import and export commodities inspection, entry and exit animal and plant quarantine, frontier health and quarantine and perform executive and judicial functions in inspection and quarantine, examination, certification, accreditation, supervision and administration within Shanghai.
  2. to take responsibility for frontier inspection and quarantine, epidemic monitoring, sanitary supervision, the epidemic prevention and control in the port area, to administer the Entry and Exit personnel inoculation and physical examination
  3. to be responsible for sanitary inspection and quarantine over import and export animal/plant and its products; conduct the inspection and survey of serious animal or plant epidemic conditions; issue the approval of quarantine inspection of import and export animal/plant license; take emergent preventive measures with regard to the objects likely contaminated by epidemics or pests
  4. to be responsible for sanitary inspection over import and export commodities (including food) and survey of packaging for ordinary and dangerous exports; administer the accreditation for import and export commodities and valuation offering assets appraisal of the foreign investors ; and organize reinspection for import and export commodities
  5. to register the institutions which are permitted to import, export, process and store food, animal/plant and its products for inspection and quarantine, to give approval for qualification of security for imported goods and approval for qualification fro exported goods, to administer and implement national wide accreditation and quality certification in the field of export and import.
  6. to confirm the import civil commodities permission license to those excluded from the list of commodities for statutory inspection and quarantine and confirm the authority of exit and transfer commodities
  7. to conduct survey of packaging for dangerous exports, suitability testing on transport tools such as vessel hold and containers for shipping perishable and frozen food export
  8. to enforce and implement the agreements issued with international agencies or by State, State Council and General Bureau of Quality Supervision, Inspection and Quarantine, in the field of inspection and quarantine .
  9. to issue the label, invoices and certificate for frontier inspection and quarantine, to administer the issuance of GSP certificates and general certificate of origin
  10. to provide statistic report about the entry and exit business, and conduct survey for infectious disease information and animal/plant epidemics.
  11. to organize and exercise control over import and export commodity inspection and certification carried out by relevant organizations or accredited inspection agencies
  12. to be responsible for make inspection and quarantine scientific, standardized and computerized, to take charge of the international cooperation and exchange
  13. to offer training, personnel management, financial help, infrastructure, supervision and political guiding to the sub-offices.
  14. to perform other tasks required by State General Bureau of Quality Supervision, Inspection and Quarantine
